Can I get CSE in HBTU with jee mains percentile 92.3 (cat- OBC)?

Hi Adarsh,
At this rank, you won't get CSE in HBTU Kanpur. Closing rank last year for CSE was 30,400(crl) for OBC candidates. I would suggest you to use college predictor so as to have a better view of all the options available to you.
