Can I get govt College in my own state , through all India quota??

Let me clear the concept of seat allotment to you-First you fill the name of colleges during your counseling, in accordance with the priority.Then if your rank is eligible to college then you will get that college,no matter whether it is in your state or not.You can fill during 15% quota counselling your state's college name and if your rank is favorable then you will get that college.
