can i get IT branch in any government college with 90 percentile and obc category?

For nit as we know you have state quota .if you are from east then you may get nit by your state quota in 6-7th round .if suppose you belongs to up then 90 percentile is not sufficient to get IT branch in any nit and iiit even if you are belong to obc category. In india we have lots of state government college that take admission on the basis of jee mains .
