Sorry but there's no engineering instutuin named malinga, I think you're talking about kalinga institute ?.
The closing rank for IT in year 2017 was 16614 and in 2016 it was 15813 so there are fair chances that you could yet IT during counseling. However the cutoffs may change as they depends upon various affecting factors like availability of seats, difficulty level of the exam and previous year records.
