I am sc catagory and my percentile is 70 Can i get At nit patna

No, there is no chance to get admission in any NITs with 70 percentile for general category. For general candidate, atleast 97 percentile required to get seat in NITs. You can try to get admission in other good engineering colleges. I would suggest you that you should be appear for jee mains April session and you can do more better from now.
