can I get nit with 65 percentile for SC category
Getting a seat in any branch in the NITs would be very difficult for you with this percentile. Even being from the SC category, you need to score atleast 92 to 94 percentile to get even the lower NITs. Hence you have no chance of getting NITs. Also note that the cut-off rank changes every year depending on the difficulty of the paper, and the number of candidates appearing for it.
