Can I get PEC with 92.5 percentile/rank 87000/ews rank 10500.my 12th percentage is 90.2

Chances are very less in PEC at this rank. According to the last year's cutoff, their lowest cutoffs was in Metallurgy engineering, it was 79k for OS category. So, that's the max cutoffs to seat get a steam in PEC for outsiders. But cutoffs varies every year, if you can wait till to spot round, then you may have chance.
