Chances are extremely low for any nITs or IIITs or GFTIs under state rank.

However you can get following colleges if cutoffs dip by hige margin ;

Nit Sikkim
NIT Meghalaya
NIT Mizoram
NIT Manipur
Assam University.
IIIT Bhagalpur.
