I can't understand what 14th class mean if you are considering 2 years with class 12 as 14th class then yes you are eligible to give exam in your 14th class if you qualify for jee main cut off. But it will be your 13 class not 14th.
Eligibility for jee advanced-
1. Candidate can give jee advanced maximum of 2 times in consecutive years .
