Nope. With that mark, you won't get into ANY govt college despite the category you come from. However, you could try for different colleges that choose you on the basis of your rank in JEE Mains. Also, top NITs are not possible, to be honest.

It is difficult to get the top NITs but you will get other govrnment colleges on the basis of your rank.
According to me,the cut off will be around 90-95 marks for general category,50-55 marks for OBC category,35-40 marks for SC category and 25-30 marks for ST category.So it is difficult to be predict now.
