can i have a chance to apply for second councelling after joining in some college??

You have not mentioned which exam counselling are you asking about. Different exam counselling have different rules if you take an TS CET exam then you will be allowed to go for second counseling but if you get seat in the second counselling then the seat you got in the first counselling will be lost. There are exams with counselling where they give you choice of what you want to do with the seat you got in the first counselling. Like the counseling for all IITs, NITs, IIITs and some Government Funded Technical Institutes (GFTI) is conducted by the Joint Seat Allocation Authority commonly known as JoSAA. you will be allowed to either float, freeze or slide the seat you got in the first counselling.

Freeze: It means you want to continue with the option that is allotted to you.
Float: It means you have accepted the college but you want a better discipline in same college
Slide: It means you have accepted the allotted seat but you are looking for betterment in field as well as college
