No, you cannot join CSE branch in NITs and not even any other branch in any of the NITs because with such percentile you cannot get any of the NITs with any of the branches.
As per your percentile in JEE-Main 2022,
>>>>> your CRL rank is expected around 317130 - 356500 .
Now on such CRL rank you can have chances in following colleges for CSE branch based on your JEE-Main rank :-
- Jai Parkash Mukand Lal Innovative Engineering and Technology Institute, Haryana
- Maulana Mukhtar Ahmad Nadvi Technical Campus, Maharashtra
- Jagadambha College Of Engineering and Technology, Yavatmal
- Ashoka Institute of Technology and Management, Varanasi

Till now the official qualifying cut-offs have not been released and the qualifying cut-off percentiles are released along with final result of JEE-Main 2022 which will be released after both the sessions i.e. most probably in August '22.
But o n such percentile, if you belongs to General category then you have very less chances to qualify for JEE-Advance 2022 but still the cutoffs for this year have not released yet officially.
As the cut-offs are released along with the JEE-Main 2022 result so for now you can get an idea from JEE-Main 2021 qualifying cut-offs that are enlisted below :-

sorry to say but I'll not use any sugarcoat for you. but with 69% you will not nit. even if you belong from backward cast then there will be no chance to get in NIT. you have atleast 94+ percentile in jee then you can appear for counseling and the process will continue.
have patience, maintain consistency, work hard, and apper one more time in exam.
