I guess your question is not clear, since a candidate needs to get a seat in a particular college to confirm his/her admission for that college. Now the locking that seat depends upon various factors such as the cutoff, total vacancy in that college, the category  of that student, etc.

Now if the candidate does not get selected by the merit list cutoffs, then he/she can apply for management quota and go further with the admission process.. The fees for management quota is generally quite higher than the normal admission procedure. Management Quota fees differ from college to college.
