Can I not get admission in a Institute of lower preference if I am offered seat in a college which was higher up on my preference list?

During counselling, You fill your preference. If seats are vacant in those college you will be allotted those college but as per your preference. If you have given preference to some particular college and there are vacant seat then you will get seat in those college which is at higher position in your preference list
