Yes you can and many candidates do that.
Once the previous rounds are over, a fresh candidate can participate in JoSAA counselling by registering on the online portal and filling the choices.
After the subsequent rounds, if a candidate decides to withdraw from the counselling, then he/she won't be able to participate in the further rounds of the counselling.
