Hey!!
You can participate directly in 4 or 5 th round of josaa counselling
If you have not appeared to 1st round of josaa counselling there is no problem
The 1st round of josaa counselling results are declared yesterday
So you should check the josaa page and know the dates of remaining rounds

Yes you can and many candidates do that.
Once the previous rounds are over, a fresh candidate can participate in JoSAA counselling by registering on the online portal and filling the choices.
After the subsequent rounds, if a candidate decides to withdraw from the counselling, then he/she won't be able to participate in the further rounds of the counselling.
