I hope you are doing good. Now coming to your query, If you got a seat in the 1st round state counseling but you are not interested in it and want to go for the 2nd round of counseling then you have to visit the College/University in which you got a seat and cancel/reject the seat before the due date. If you don't cancel the seat before the due date then they consider that you accepted the seat and you are not eligible for further rounds. So first you inform the college and then you can go for further rounds.
