Yes you can but it will be better if you scan it properly to avoid future issues.
just make sure that the dimensions of photograph and signature should be 3.5cm X 4.5cm and format should be of JPEG
File size of photograph should be 10kb - 200kb and for signature it should be 4KB – 30KB
