can I score 60 percent of Marks with only 1 month preparation?

I guess you are talking about your boards examination. Then let me tell you that it is possible to score 60% with one month's preparation. You need to be consistent in this one month and take your studies seriously. Try to cover as much syllabus as possible and give time for revision also otherwise you will forget what you learnt. Also look at the previous year's question papers, they are a very useful tool. Don't neglect them. Divide your time for each subject and don't waste time. You can use many online sources that are available on the internet to understand the concepts.

You have not mentioned the exam name and yes with one month preparation if done by working hardly and with more dedication you can score 60% marks in board examinations but in competitive  exams like JEE its little bit difficult   to score more than 40 percentile in the exam and for post graduation examinations like gate,uPSC etc its next to impossible to score cutoff in those examination.

Yes if you are dedicated to achieve something, nothing can stop you. Don't think and regret about the past, just keep hustling more and more and studying as much as possible throughout the day. Studying for 10+ hours daily should be a new normal for you then surely you can score even 75 and above.
