can I take part in state counselling for bams in135 Mark's

You have not mentioned your category. But with 135 marks you won't be able to get BAMS anywhere . If you are from general category you have not qualified.minimum qualifying marks neet for general category is 147 this year
For SC/ St category candidate must need minimum 350 marks. For general category candidate minimum marks for BAMS Admission are 450. For OBC category you need minimum 400 marks.

You have not mentioned the category to which you belong. The cutoff for various categories for NEET 2020 are as mentioned below:
General: 720-147
General-PH: 146-129
SC/ST/OBC: 146-113
SC/ST/OBC-PH: 128-113
See, if you have general -PH, or are from reserved category, then you have qualified for NEET 2020. If you are from general category, then, you have not qualified NEET 2020,and is thus not eligible for counselling. So, if you satisfy the cutoff, then you can appear for state counselling. However, mere participating or satisfying the cutoff do not ensure seat in BAMS or any other course.
