Mostly Ug pg colleges allowed cell phones as it is very useful in communicating with parents.i suggest you to go through hostel rules and regulations of your college that will provide you the right information or you can ask to your fellow students.

With reference to your query, I would glad inform you that cell phone is allowed in hostel but authorities are very strict in maintaining the discipline so they always keep track that the students dont use mobiles in the classroom and in hostels also , cell phones are allowed for very limited time to do neccessary work
