can oc student with annual income certificate below 100000 can get fees reimbursement in ts EAMCET and doesn't have any caste certificate??

As per Telangana fee reimbursement scholarship
The annual income should not more than 2 lakhs for sc , st . And for BC the amount is 1 lakhs
The BC student rank should be below 10,000
And also 75 % attendance is compulsory.
Inter students can apply after their exams. In A.P scholarships will be given for non-local students also but in TS it is not mentioned.
