Only one college will be allotted so yes.
You can change the options after saving. They give particular date for web counselling,till that date you can change as many number of times as you wish.

This dialog appears when you right-click a web control in the configuration panel of a library component and select Web Options from the shortcut menu. It helps you to define web options of the web control and varies with the web control type. Accepts the changes and closes the dialog.
