I did not understand what you mean by private candidate but i am assuming you are or were studying in a private school or college. Yes you can easily get admission in government medical college for graduation as the admission is completely based on the merit basis of your NEET marks. So if you accquire that much set of marks you can get admission in government college.

Yes if a private student can apply for the NEET exam, passing it is an important criteria, then yes, he/she can can apply for medical college too.

Yes, private candidates can get admission in medical colleges as per the Delhi High Court judgement of 2018 which declared that students who do not attend regular schools are also within their rights to appear for NEET and take admission in medical college.
