Can someone who first appeared cl 12 in 2017,reappeared again in 2018 and yet appearing again in 2019 for cl 12 apply for jee 2019?

Yes, you can apply for JEE Main 2019 January Session.
As per the last exam conducting body (CBSE), you will only be allowed to appear for JEE Main three times. After which you will not be able to appear again.
For now you can appear in the upcoming JEE Main 2019 January session. As this would be your last time to appear in this exam. Complete eligibilty details would be released in the month of August/September, 2018 after which we would be able to inform you in detail.
