YES they can easily apply for that.
JEE Mains for students from foreign is easy now. As per the JEE Mains Eligibility Criteria, the candidates appearing and qualifying the 12th or equivalent examination from the recognised boards and universities are considered eligible for Mains Exam.
For foreign candidates, then can contact foreign universities. I am sharing some foreign equivalent exams.
A Level of General Certificate of Education, Cambridge University (IGSE)*
Bhutan Higher Secondary Education Certificate*
Edexcel, London (UK)*
Higher Secondary Education Board, Nepal*
International Baccalaureate*
The Candidates having 12th equivalent
certification/degree from these universities will be considered eligible for
JEE Mains 2020. hope it will help you.
