National Scholarship Portal provides scholarships for students all over India. So you can be from Tamil Nadu and apply for the scholarship. You should be eligible according to the eligibility criteria of NSP. You can check the eligibility criteria of NSP from the link below -

Yes you can apply for all the scholarship schemes as per the state government. As you belong to tamilnadu you must check out the schemes you are eligible for. Also search for central government schemes and check out whether you meet their eligibilty criteria or not.
