Yes, you can surely apply for NEET counselling in Uttarkhand even if you are an UP resident. But the only restriction to you is that you will be able to participate only in the 15% All India Quota for admission into the colleges in Uttarkhand. If you have a really good mark, you can surely apply for counselling there.
