can we apply for 2nd caunslling without applying of 1st

According to the central counselling rules , a candidate who hasn't registered in the first round of counselling , is ineligible for the second round of counselling. There are no fresh registrations in the second round of counselling. Its a different case that you apply in the first round of counselling but do not get a seat because of low rank , but you need to participate.
