can we apply for andaman college ,goa college and esi colleges for general quota in 15% AIQ. which is in the list

Yes you can surely apply for the colleges given in the list. You need to have a good score so that you are eligible for those colleges under 15% all India quota.

You can apply for any college which is under the list in 15% all India quota which does include colleges of Andaman, Goa and other places as you have asked for
Please be careful in your choice filling and fill in the choices according to your priority of getting admitted to them under subsequent rounds of counselling
