Yes,you can apply for both the categories,but you will have to show certificates as proof and all the certificates related to your families income will be needed here.
For applying for TFWS,you should keep in mind that,you should be having a decent score in your previous qualified examination,because this scheme is limited to those financially weaker students who are in need of funds for continuing your further education.You can apply for EWS and TFWS,but you should fulfill the criteria required for applying in these schemes.
If you are in need for TFWS & EWS,then you definitely apply for it and may you avail the facilities under these schemes.

You can use career 360 platform for comparing these 2 colleges. The website will give you a more better and a clear idea.
But my suggestion to u is you should choose KNIT, sultanpur if you have to make a choice because these two colleges.
