Yes you can access the JEE mains website and apply through phone, though the desktop version is more user friendly and you will be needing high speed internet for it. You need to scan and upload the required documents, you can use the mobile scanner apps for this. You also need to take a print out of the application form and the payment page , so you will be needing a printer for that purpose.
