can we apply for second counseling without self reporting in the first counseling of EAMCET 2020

I hope you are doing well. I think there is no reason to not to self-report in first round. If you don't apply in first round then it only implies that you let the opportunity go.
Now question comes to 'apply for second' then YES YOU CAN apply , if you get the chance .It completely depends on you.
But according to me you should go with the results of the first round.

Dear Aspirant,
If you are allotted a seat at first round of counselling and you want to float the option then you need to go to the centre and pay the acceptance fees and thereafter you can participate in round 2 of counselling. If you do not pay the acceptance fees then you will be out of counselling.
If you are not allotted any seat at first round of counselling then you can directly participate in round 2 of counselling.
