can we apply if Btech percentage is 59.7%? and if so, how to process for application.

With 59.7% in JEE Main session 1 your changes through JoSAA counselling would be tough but nothing to worry about you also have a second chance in April session.

According to this much of percentile you can definitely try for some state counselling process like in Uttar Pradesh and Uttarakhand and also apply for Private colleges.
