Hello there,
Yes, during any Counseling process like Jossa or other state colloge Counseling there is a choice filling and locking part where you have to fill your prefered College and course over there in descending order in which you want to get admitted and seats are alloted according to your merit score or rank in their respective entrance examination.
Thus you can choose your college and course.
However in private colleges you can only choose your course.
