Can we consider OC EWS allotment of seats is almost equal to BC-B allotment of seats since they both have 10%reservation?

OC EwS reservation is done on the basis of family's annual income that should not be exceed 8lacs  per annum and the merit the candidate has and achieved in qualifying examination and in entrance examination. But for bcb candidate merit is not the not so important factor but the reservation is a factor for them  which they enjoy 10% of the total seats. So   merit is only the differentiating factor in the reservation of 10% between OC. EWS and BC b students.
