Hello,
Your question is bit unclear. if you are asking for ALL India Counselling then year you can. Counselling is done in two steps:- state counselling and All India Counselling. high factor of seats are kept for state counselling than AIC. Students can opt for other states in open category if they are eligible. For open category, rank cutoff is low and challenging.
Seat matrix and cutoff for different streams will be released pior to counselling process.
