I quite don't get what exactly you are asking about, but if you are asking whether or not you can be admitted to a state other than you belong to on the basis of NEET entrance exam, then 'Yes' on the basis of NEET entrance exam, you can be admitted to other states under All India Quota seats.
Also, note that NEET is the only entrance exam you are required to appear for, in order to be considered for admission to MBBS/BDS seats across the country. NEET is the basis of admission for all MBBS/BDS colleges except AIIMS and JIPMER institutions. They conduct their own entrance exams.
