Your question is not at all clear. I am assuming you want to know who will be able to enter the IITs. IITs are institute of national importance and are the best colleges in India for Engineering. For entering it, you have to give Jee-advanced. But you will be allowed to give jee-advanced only if you have qualified in your jee-mains.
JEE Mains has a lot of competition and it is not easy to clear the exam. Once you clear that exam then you can give jee-advanced and then sit in counselling for getting admitted in IIT.
