Dear aspirant,
Yes you can definately do that as prep courses are available for dual degree also. I've checked the IIT madras page they also mentioned that at the end of your course if you are selected then you will be given a seat based on the vacany in dual degree or btech

In dhanbad I got seat electrical engineering seat in prep course can I make it to dual degree

Dear aspirant,
Changing course is allowed in IIT only after you complete your first year. With a certain required percentage. After your prep course either you will be given electrical or another seat that is available at that time so nothing can be said. Just make sure you put it on your preference list.
