code 3 is for all junior colleges right because in telangana we have public exams in class 11 and class 12 with practical tests so it should be code 3 how did you say that code 2 ???code 2 is only for CBSE and ICSE

Code 03 says: The Intermediate/Pre-degree Examination in Science of an Indian University/Board or other recognised examining body with Physics, Chemistry, Biology /Biotechnology (which shall include practical test in these subjects) and also English as a compulsory subject.

The words "Pre-Degree Examination" is a synonym for PUC which is the term used in Karnataka. And so 03 is for students specifically for those Candidates whi have studied their 12th in  Karnataka.
