i am assuming that you are asking colleges for BA programme.
BA programme is a general arts degree consisting of all arts subjects like economics, history, pol science etc.
although many universities provide a BA programme degree however the most sort after university is delhi university.
admission in du takes place on the basis of 12th board marks.

delhi university also has an option of studying BA programme through is open school i.e. SOL.

Delhi University where admission will be on the basis of your 12th class percentage.
In Uttar Pradesh, there are State universities where they have their affiliated colleges where admission is on merit.
You have not mentioned your State so I just told you about Uttar Pradesh and Delhi
