In this, If you are sure that You will not be able to produce a result before December then This time you need to convince your HOD regarding this Issue, You need to convince him that you are a genuine candidate and you are in problem due to poor management of results, If it is within his power to extend time then he will otherwise You may need to deal with someone above HOD, so be prepared to make him convinced because all are rules and its flexibility depends upon both Your behavior with them and your Problem.
