There are 2 types of colleges- One that takes in students on the basis of entrance exams and ones that shortlist on the basis of 12th marks. And both usually wait till about late June and July to do counselling. So provided you have your provisional certificate by then, why not? Also no entrance exam can bar students from writing exams as documents are checked during counselling, even if you forget to write Board Exams (although this will result in no seat). The 12th marks basis colleges automatically decide a cutoff and invite students for counselling and I don’t think such colleges (eg. DU or MU) are as rigorous as the entrance exam category colleges (such as IITs, NITs, NLUs, Govt Medical Colleges etc.) So don’t worry as CBSE is becoming lenient day-by-day. Just give patient and persistent efforts. All the very best!
