currently I am in 2nd yr now can I take a transfer from private to govt college seat

You must be under the colleges of same University.

Your cgpa must be more than 8 cgpa to get into other Govt. College. But it is difficult for one to transfer from private to Government, since the University affiliation is different. Hope you got my point.

It also depend on number of vacant seats in college you wanted to get admission. But the Government College you wanted to study also should be liberal in this matter. Most of them doesn't accept. Proper and Valid reason must be mentioned before you change College.

In most cases you need to get NOC of both college. There must be no objection from both sides.

Transfer certificate is also needed.

Some Government Colleges also conducts entrance exam before they admit you by checking your academic score.

It will be better if you mention the name of the college you want to take admission. Please clarify this.
