It doesn't matter when your sister appeared for class 10 exams but the only thing tjatt matters for appearing in JEE is that the should have studied Physics, Chemistry and Mathematics as compulsory subjects in their 10+2 qualifying examination and should have completed 12th from a recognized board.
Now as there is no Age Limit for appearing in JEE mains so she can easily appear but the only condition is that she should have not given 12th or failed in the time span of these gap years.
