dear sir/maam ,my question is that, do all the candidates get a medical clg who are scoring above cut-off markS, for example last year minimum marks required for sc candidate was in ranga from 450-460 , so did all candidates belonging to sc category got a govt medical seat scoring above these. Mark

Well admission to any institute is depends on various factors like:
1- Difficulty level of examination
2- No. of seat available in institutes.
3- Rank of the students
4- Closing rank which is decided by authority.
Every year cut off is determined by authority, hence the students who secured minimum cut off marks are eligible for applying to the institute in which they desire but the admission is totally based on the closing rank of program.
Those students who is having minimum rank has chances for getting admission into the colleges.
Let us suppose 100000 students appeared in exam, out of which 200000 students qualify exam, and let us assume there are 20000 seats in colleges across the country so according to the rank first 20000 students will get admission, and it goes on to the other rank students
However there are some reservation quota too, where some seats are reserved for category students.
