The deemed university itself is the one that issues a deemed university certificate. A university can award its own certificates to students upon completion of their studies once it has been granted "deemed to be university" status by the government or the University Grants Commission (UGC).
Therefore, the certificate is issued by the university where the student was enrolled, not by any other institution or organization.

A deemed university certificate will be issued by the deemed university itself .
The Department of Higher Education, Ministry of Education, Government of India grants the status of "deemed-to-be-university",
but the actual degree or certificate is awarded by the institution.
