yes you are eligible for engineering. But as you have 91k rank so it is not possible to get admitted in IIT but you can try for nit if you are not general .you can easily get good college at state level any branch you need.

no not by donation but you get college by your score in a govt college.

Yess you are eligible for engineering if you have general category then you should apply on state level college because any iit or nit should not have any seat of this rank or if you have any other category then you should apply for national level college.
