Do I need a separate OBC certificate for applying GATE 2019 or shall I apply with the BC/ MBC certificate given by State Government?

Hi,
According to the brochure of GATE, if you belong to OBC-NCL category, then you are not required to submit/upload any category certificate while filling the online application form.

So for applying iits for mtech can I upload
STATE BC certificate
Because I don't have obc certificate now
But I can apply and can show when/if selected in iit
