You'll need ot during document verification or if asked to upload during registration. You can fill the form first and upload it later when it arrives to you.

No, you don't need EWS certificate with you while filling JEE Main 2020 application form. While applying in EWS category for JEE Main 2020, you just have to choose the category in application form as "EWS".
You need EWS certificate during JoSAA counselling process.
